This is a purely economic cooperation framework, with at most some military cooperation. The treaty doesn't explicitly define a protector-protected relationship, but it's clear to everyone that these countries will follow Xinhua's lead, becoming its henchmen, especially Mongolia. Xinhua has already sent the People's Liberation Army to help them with reforms; how those reforms are implemented is irrelevant, since there haven't been any protests from the Mongolian people. The contract essentially boils down to one clause: "East Asian economic integration."
It includes not only Northeast Asia, but also Southeast Asia. Why is East Central Asia not included? Just look at Xinhua's map and you'll see. The entire central part of East Asia is occupied by only one country, and the best places carefully selected by our ancestors are all here.
That's strange. Weren't the Baiyue people in Guangdong back then? Why did they go to Vietnam? Did they not like it there?
Yes, that's for sure. Haven't you seen how Vietnam's history textbooks nowadays are all about friendship and faith? We've all been part of the Central Plains dynasties since ancient times. We're all one family, so let's not talk like outsiders. Development is the only way forward. Let bygones be bygones. Let's work together towards the future.
There's nothing we can do about it; the players have gone a bit too far in cleaning up the internal affairs of these neighboring countries.
Those who are pro-China can be kept, while the rest will be completely wiped out, leaving no one alive. This brutal scene of exterminating the family tree for the monkeys made the middle and upper classes of these countries understand the revolutionaries' determination.
It has absolutely nothing to do with Xinhua, we swear on our honor!
Those anti-China forces deserve to be killed, all of them deserve to be killed. Xinhua gives us history and civilization, and promotes its own culture without any barriers. What a great act! Then look at the colonialism of the Western world, ugh, disgusting, disgusting! Our father is the person we love the most, and our father loves us too. Those who betray their country should have their entire family wiped out.
And so, an Asian version of NATO, which the United States had longed for but never had the chance to achieve, was born.
This establishes a framework outside the United Nations, which has made the United States and other Western countries even more anxious.
Once the full-scale confrontation escalates into a full-scale war, it will truly be uncontrollable. Xinhua is clearly stronger than the Soviet Union, with a greater revolutionary determination and fighting capacity. The second generation of Japanese is even more ruthless than the first generation. How come I didn't see that before!
As a result, just after the signing of the Beijing Framework Treaty on Economic Cooperation, US President Clinton visited China, saying that he had come with roses and olive branches to visit this ancient and powerful civilization, hoping that Xinhua could play an irreplaceable and important role in the future international situation.
For the United States to make such a statement is already unbelievable to many countries around the world.
Oh my god, this big scoundrel can speak human language now! The world is going to end!
Although there are still dissenting voices within the US Congress, they are significantly smaller. The protesters are merely going through the motions to express their stance and are not really protesting. At this point, everyone understands that if Xinhua is not brought back to the United Nations, the UN organizational framework will become useless. It was the five permanent members who created the United Nations, not the other way around.
The elder statesman naturally treated Clinton with the appropriate courtesy during his visit to China. As a nation of etiquette, China should not lack the magnanimity befitting a great power. However, during the closed-door negotiations, the atmosphere was quite different. Clinton felt very uncomfortable, as if he were under immense pressure and even struggling to breathe, as if he were facing a mountain with five thousand years of civilization.
Five thousand years of history, ten thousand years in total—can you withstand this historical hammer blow?
Public hospitality is certainly a pleasant experience for both host and guests, but things are a different story once the doors are closed. Clinton, for example, often expressed his longing for the atmosphere of public meetings during closed-door sessions.
Although it was just acting back then, at least I wasn't mentally exhausted. But look at this scene now, it's like a three-way trial.
The old man's diplomatic skills and tactics are beyond question. Being chosen by the instructor as one of his successors means he must be quite capable. A true politician can't be a pushover. Politics that doesn't offend anyone is just muddling through; politics that offends people is true politics.
The only difference is that in the past, it was the common people who were offended, while now it is the various vested interests that are being offended.
However, those who benefited from the system have no chance to speak out anymore. They were dealt with thoroughly by Qin Shan. After several generations, the new generation will not remember their ancestors' affairs. After all, they have never experienced that kind of privileged life. Only a very few fanatical individuals would rely on their imagination to hate a person they have never met, or even an organization.
As a veteran of the revolutionary era, the old man's pressure wasn't as strong as the instructor's, but it was still too much for Clinton, a young man, to bear, especially with Qin Shan present.
This was the first time Qin Shan had appeared in public alongside the elderly man. Clinton couldn't understand why this man, who looked much younger than himself, could sit next to the elderly man with such an arrogant and domineering posture.
Clinton had intended to change the subject and try to find out who the young man was, but the man clearly knew what he was trying to do and gave Clinton a quick glance before Clinton could react.
It was a very simple look, without even any extra movement, but Clinton felt like he was being watched by some kind of monster.
It's that fear herbivores feel when facing carnivores—a clear sense of dominance and oppression, leaving them powerless to resist.
Then, driven by his instinct for self-preservation, Clinton quickly steered the conversation back on track, even lowering his voice, which made the situation somewhat comical.
However, none of the American representatives present felt contempt for Clinton because of this, because his gaze indiscriminately covered everyone. That sense of fear from the depths of their souls was like the air around them, always present, inseparable and unforgettable. Some even dreamed of those predatory eyes after returning home.
It was made clear beforehand that Qin Shan did not use any mental pressure techniques. If he had, every single American representative present would have lost control of their bladder and bowels and become a useless piece of trash who could only babble.
This was merely the aura of a ninth-tier transcendent being. However, Qin Shan had long since cultivated to the point of concealing his sharpness. He usually appeared to be an ordinary person, but when needed, he could scare his opponent into running away in a heartbeat.
This internal meeting was so shocking to the Americans that there was little progress, because they were afraid to speak whenever Qin Shan looked in their direction, making the scene feel like an interrogation.
Fortunately, Qin Shan's "intimidation" only lasted for one meeting. He did not appear directly afterward but observed from the sidelines, which allowed the American delegation to return to normal. However, at the same time, they all firmly remembered the image of that young man. Some even developed dementia and would suddenly feel a jolt upon seeing Qin Shan's appearance or a similar one, as if they had returned to that closed-door meeting.
"The US wants us to return to the UN and has expressed its willingness to respect our interests in Asia. They really know how to do business. What interests do they have left in Asia now? The Philippines and Indonesia? And maybe Singapore?"
The old man had a smile on his face. This meeting was too easy for him. The Americans practically came to his door, begging Xinhua to come back. Coupled with Qin Shan's intimidating presence, these people were very obedient from beginning to end, without any intention of causing trouble. If it weren't for the image of a great power, Clinton would have kowtowed on the spot, begging Xinhua to come back.
Without Xinhua's permission, the United Nations is unable to carry out any work in Asia, and after Xinhua stopped paying dues to certain international organizations, those organizations immediately went into shutdown.
That's strange. Don't the other five permanent members of the UN Security Council pay their salaries properly? (laughs)
Now everyone knows who the grandfather and father are. If Xinhua were to create a new United Nations, what would happen to the current one?
Anyway, forget about jobs in Asia. But without the World Island's important geopolitical position, is the United Nations still the United Nations that everyone recognizes? It's probably on the verge of disintegration.
This is the real United Nations: if any one of the five permanent members of the UN Security Council withdrew, the UN would be finished—physically finished—because other countries would no longer want to continue playing in the UN.
"For the United States and even the Western world, the United Nations framework is the post-World War II order of the game. At least for now, this order has not backfired to the point of making them uncomfortable. A little bit of quarreling and protest is not a big deal. On the contrary, because there is a place to quarrel, both sides can communicate with each other and avoid the occurrence of a world war. To put it bluntly, they still do not want to really reshuffle the deck. This shows the weakness and compromising nature of capitalism."
Holding a winning hand, Qin Shan didn't care how the US played its cards. "I'm the referee and the player, and I have my planes and cannons on the sidelines. What can you use to win? What right do you have to win?"
The old man asked, "Is your next plan to really fight the US to the death, or to continue dragging things out like this?"
“We’re not going to fire the first shot.” Qin Shan shrugged, then sneered, “I’d rather see Western countries unable to hold back and forced to take action, only to get bogged down in a quagmire. It’s time to give them a new battlefield in Vietnam.”
Section 40: Rising Global Tensions
(Third update! Please vote and leave comments!)
The year 1996, known as World War II, was an extremely turbulent year for the entire world. Many military experts expressed concern that global tensions had risen to an exceptionally high level, and that a new world war could break out at any moment.
This judgment also contains the discrimination and arrogance unique to Westerners.
During the Cold War, some Western experts argued that the struggle between the Soviet Union and the United States was, in essence, a competition between two white-majority paths, attempting to replace class narratives with racial narratives.
Unfortunately, they succeeded. The collapse of the Eastern Bloc and the disintegration of the Soviet Union left them with the right to interpret the situation.
But now Xinhua has suddenly risen to prominence, almost without any prior warning. This is something the Western world can't understand no matter how hard they try. They can only attribute it to Xinhua having been hiding its strength, or, to put it more conspiratorially, to the cunning Easterners stealing the achievements of the Western world.
Anyway, the main force in the propaganda field is in the hands of the Western world, so they can say whatever they want.
However, Xinhua's latest projection technology has transcended national boundaries and technological barriers, directly and indiscriminately delivering multilingual propaganda to the world at a level of dimensional reduction. In any case, as long as Western countries dare to smear Xinhua, Xinhua will retaliate with a hundred times the amount of facts. In terms of dirt, the Western world has already accumulated countless dirt.
Under the onslaught of slander and truth, the Western world quickly suffered a crushing defeat in the arena of public opinion.
Unfortunately, lies cannot inflict real harm; in fact, they can backfire and quickly erode the credibility of the Western world. After being exposed time and again, countries around the world begin to consider the truth or falsehood of Western propaganda first, and then discount what they believe to be the truth, thus multiplying the cost of propaganda.
The Western world is furious, but dares not utter a single word in front of Xinhua.
There's no way to remain calm. Xinhua's aircraft carrier can really be at your doorstep in no time. Most countries in the Western world have coastlines, and if they can't guarantee control of the sea, they can't speak with much authority.
Compared to the attitudes of Western countries towards Xinhua during the same period, the difference was striking.
Despite this, Qin Shan still felt it wasn't enough. On one hand, he instructed Xinhua in World 8 to develop rapidly in a step-by-step manner, and on the other hand, he let the players cause trouble everywhere. Anyway, the countries around Xinhua that didn't obey would perish, and a new one would be more obedient. In any case, it wasn't Xinhua interfering in their internal affairs; it was their own internal fighting. At most, we were just legitimate businessmen. You can't use legitimate business to frame me. Believe me, the aircraft carrier will send insults to your whole family.
Since 1994, Xinhua's aircraft carrier has been traveling around the world every day, especially in the South Pacific region. Xinhua's aircraft carrier is particularly willing to visit the places that Zheng He visited in the past. There is no other reason than to make friends.
Would you like to be my friend? (A fully armed aircraft carrier fleet is visible behind him.)
Of course they were very willing; there was absolutely no coercion whatsoever, and their smiles were all incredibly bright.
Look, these countries that weren't very easy to talk to before are now quite good at it.
Not long ago, three aircraft carrier fleets from Xinhua visited the Philippines, Indonesia, and Singapore simultaneously, extending olive branches as a symbol of friendship and expressing their hope to deepen cooperation with these countries and realize the beautiful vision of common prosperity for the people of Asia within the framework of ASEAN.
This scene almost made the Australians jump out of their skin, but Qin Shan is the kind of person who, the more you jump out of your skin, the more he'll provoke you. He doesn't mean anything by it; he just wants to see when you'll die from stress. After all, human life is very resilient, and this kind of testing opportunity is rare.
The situation across East Asia, Southeast Asia, and even South Asia has stabilized at a visible pace. Many countries that were unfriendly to Chinese people have withdrawn their preferential and protective policies for Chinese businesses and are strictly and earnestly implementing them.
Besides the deterrent effect of Xinhua's aircraft carrier battle group, it is also related to the arming of Chinese businessmen.
Those familiar with the Chinese community in the local world are naturally aware of the anti-Chinese incidents that have occurred in Southeast Asian countries. Similar incidents, large and small, have happened in various countries before the full rise of the Chinese. This shows that without military power, not only is it that no one listens when you speak, but even the most basic personal safety cannot be guaranteed.
Thus, the "Southeast Asian Security Company," composed of players and local Chinese, came into being, and Xinhua invested in this company.
This plan is a blatant message to other countries: "We have the Chinese here under our protection. If you dare to cause trouble, something we don't want to see might happen. We hope you won't give us that opportunity. After all, we Chinese have a stress response to bloodshed. When we get excited, we're prone to stabbing people. When we stab people, we get agitated. In the end, we might just run out of people. The scene will be ugly, and it will be hard for everyone to explain."
The official anti-Chinese issue thus vanished, but small groups of people still lingered in the grassroots of these small countries. After all, these countries, especially those fragmented island nations, did not have much centralized power.
A little research into the history of the Philippines and Indonesia will make it clear that the central governments of these two countries only actually control the area around the capital. The other islands are managed by political families, which is a local enfeoffment system, and even that is family-based. It is not even as good as the parallel system of commanderies and kingdoms in the Han Dynasty. The Han Dynasty enfeoffed people with the surname Liu, but they could not even guarantee the surname of the family to which they were enfeoffed. This is exactly the enfeoffment system of the Eastern Zhou Dynasty, which could easily become the Spring and Autumn and Warring States periods.
The most typical example is Duterte, who comes from a political family. He does things that are indeed very tough, but his class background is also there. The accurate evaluation of him should be a violent ruler, rather than a proletarian revolutionary fighter.
A village in Indonesia
"Hang them up! Hang the whole family up! Damn it, they dare to mess around when we're watching them, they're asking for death!"
At the entrance of this Indonesian village, more than twenty bodies, beaten to the point of near death and seemingly beyond saving, were tossed up by bodyguards from a Southeast Asian security contractor, all on charges of attacking Chinese.
Similar incidents occur frequently, and even legal controls implemented by the Indonesian government are ineffective, as it has become a kind of "common sense" for them to linger in Southeast Asian countries—a legacy of the colonial era.
However, after the colonists left, the locals also saw robbing Chinese people as a way to get rich. Reasoning with these unruly people was a waste of time. They had to first strike them hard and scare them into submission before hiring them and then using psychological manipulation to ensure that similar incidents would not happen again in the area.
To put it bluntly, unless you sit in the ruling class's seat and point a gun at these people, don't expect to live a peaceful life.
Other options are not nonexistent, such as educating them, conducting class propaganda, and leading them to truly embark on the path of proletarian revolution. However, this is clearly an option that is not worthwhile in terms of time and patience for the local Chinese. Moreover, they are not without temper; they were slaughtered by these beasts back then, so why should we put aside our hatred?
Even if you want to let go of hatred, you have to settle the old scores first.
When the local villagers saw this, they dared not be angry or speak out. The village, which originally had more than 500 people, now had very few able-bodied young men left. The players' purge showed no mercy to the locals; it was a policy of collective punishment. Meanwhile, the local Chinese businessmen were trying to win over and hire the obedient locals, sowing discord among them and dismantling the anti-China forces at their root. After two years of effort, they had even been able to influence the local elections.
As long as you hold the vote, under a Western-style democratic system, you are a force that needs to be united.
Chinese people use this method to make themselves valuable for united front work in the local area.
But this is still murder, isn't the Indonesian government going to do nothing?
Initially, they did take charge, but the players pulled a stunt: these bodyguards working for Southeast Asian security contracting companies all appeared to be Chinese with US green cards—yes, they were Americans who spoke Mandarin.
But that's not the most outrageous tactic. Players also remotely controlled the US Congress to get the US government to support Southeast Asian security contractors to some extent.
Then comes the more troubling part: even if the United States wants to support anti-Chinese activities in Indonesia, there will be voices in Washington urging local troops not to interfere with any of the actions of Southeast Asian security contractors and to provide them with support. In turn, Southeast Asian security contractors will establish cooperation with local US forces by accepting some missions that the US military is unwilling to do.
The final situation became that Washington hinted at anti-Chinese sentiment in Indonesia, but made it clear that Indonesia could not do so. Militarily, the US military would not do anything, but Southeast Asian security contractors backed by the US military and Washington opposed their anti-Chinese sentiment.
Let alone the Indonesian authorities, even outsiders would be bewildered by this mess. Do you want to discriminate against Chinese people, or not? Is the US so schizophrenic in its actions? So your two-party system is a product of schizophrenia? No wonder your orders are constantly changing, fickle, and incomprehensible.
Anyway, Indonesia doesn't understand it, and neither does the Philippines, which is also a junior partner of the United States. They can't and won't do the work of turning left and turning right at the same time. They can only receive the message, do nothing, and let their subordinates do whatever they want. If something goes wrong, they will take the blame. Anyway, we will just read the message and not reply.
In this situation, the state's coercive agencies are unable to take action. Even if they do, without the backing of higher authorities, the responsible individuals will ultimately be held accountable. As a result, lower-level civil servants will no longer stand up for those who want to profit from anti-Chinese sentiment, while Southeast Asian security companies will deal with those who are foolish enough to ignore them.
Xinhua's deterrent power in these countries was thus established, and the Chinese community began to grow rapidly in these countries, entering government departments and seizing actual power, accumulating strength for a full-scale seizure of power later.
The United States could not possibly stand idly by and watch these things happen, but it couldn't spare the extra energy because the gifts Qin Shan had prepared for them had already arrived.
Section 41: The Second Charge
Greed is inherent in human nature; wanting more and more is the norm. But the reality is that when you feel you have everything, you've basically reached the point where you can't keep anything.
They might say they want everything, but in reality, they already know what they can and cannot have. They just shout slogans to reassure everyone before quietly getting things done.
However, for imperialist countries, watching others make money is more painful than losing money themselves. Mine, mine, mine! Even if seven fronts are opened, they're still mine!
The United States' global strategy unfolds on this basis, seemingly giving people a terrifying deterrent force of global military deployment and mobility. However, these overseas military bases are like potential military governors, but frequent rotation of these bases will increase military costs. Ultimately, the situation becomes that the United States wants to use all ten fingers to control ten fleas.
That's impossible, of course. The instructor said long ago that these overseas military bases would eventually become the noose that strangles the United States. And this situation of being militarily impoverished and beset by internal and external troubles was created by those "elites" of the United States.
Elites, capital, and finance—these three driving forces successfully led the United States into a ditch.
Moreover, the United States has a unique characteristic: the more difficult a place is to control, the more they want to exert their influence there. If they can't use their outward efforts, they'll sabotage you behind the scenes. They'll try to make you miserable and disgusted, because they can't afford to suffer any losses.
Such childish thinking, no wonder it's a young immigrant nation, it makes the Native Americans' heads spin.
But now, times have changed. In some places, you just can't control things, and you might even incur greater costs.
As Xinhua rapidly integrates the East Asian region, all of America's moves here have become a joke. Even the US aircraft carrier fleet was blocked outside its own naval port. Xinhua is blatantly bullying others with its advanced weaponry, as if to say, "Come and fight me if you dare."
The US military certainly wouldn't dare, so they could only feel frustrated, and these frustrations were seen by other countries.
Leaving aside other places, at least the United States has lost its voice in Asia.
Why should I sit on a sinking ship? We so-called pro-Americans think that being with the United States is beneficial, not that we should sacrifice ourselves for the United States in the name of freedom and democracy.
Life will find a way out. Anyway, if I knelt before the US, it's the same if I kneel before Xinhua now.
Small countries don't have much of a psychological burden on this issue.
With the East Asian strategy already deadlocked, the United States has no room for maneuver. Xinhua, whose foundation is not yet solid, can now embark on large-scale construction projects and promote East Asian economic and infrastructure integration.
A brand-new universal magnetic rail train is being laid. These super trains, which run inside tubes and can reach a top speed of 800 kilometers per hour, not only have an astonishing passenger capacity but are also compatible with other transportation. Even when converted into heavy-duty carriages, they use the same tracks, only requiring adjustments to the magnetic field strength of the rail train.
Starting today, Xinhua's trains will only be maglev trains. However, the track structure will still be designed according to the ultra-wide gauge, while retaining some internal combustion and steam engines. Only the track gauge will be changed. These are all for military preparedness requirements. Some of the things that look old are quite reliable. Having more means means having more options.
This ultra-wide rail, with a width of three meters, will become Xinhua's rail standard and will also become a world standard in the future.
Countries that do not use ultra-wide gauge rail are not eligible to join Xinhua's new economic system.
"Get the players in the Middle East moving."
With Qin Shan's latest instructions issued, the Middle East has entered a new era of intense struggle.
On January 1, 1997, the Lantern Festival, the highlight of the day was the death of Arafat in an Israeli bombing.
